2025: Minimum Prevailing Wage for Foreign Experts Increased in Israel

Effective April 1, 2025, the minimum monthly salary in Israel will be updated to 6,248 NIS gross per month, reflecting a 6% increase.
|

The minimum wage particularly applies to foreign nationals employed in Israel under Short Employment Authorization (SEA) and Short-Term Employment Authorization Program (STEP), both for durations of up to 90 days, as well as to 2(a)(5) asylum and protection seekers, and general B-1 visa holders.
Employers hiring foreign nationals under the aforementioned visas must guarantee that their employees receive at least the revised minimum salary. The increase in the minimum salary aims to align wages with the rising cost of living in Israel, which ranks 12 globally. Notably, this places Israel ahead of many European countries such as France (24), the Netherlands (17), and the UK (19).

- Initial and renewal applications. Employers of foreign national experts seeking to obtain or renew a work permit on or after January 1, 2025, must increase the foreign national’s minimum salary to comply with the new rule.
- Pending applications. Employers of foreign national experts with pending work permit applications as of January 1, 2025, must increase the foreign national’s minimum salary to comply with the new rule.
- Immigration applications that do not meet the minimum salary will be rejected.

This update will directly impact the prevailing wage for foreign experts, which is set at double the average salary. Based on preliminary indications, the average salary is expected to increase to approximately 13,150 NIS, raising the prevailing wage to approximately 26,300 NIS gross salary per month.
Employers hiring foreign expert nationals must ensure compliance by guaranteeing that their employees receive at least the revised prevailing wage. This change aligns with adjustments to the minimum wage structure (as outlined above). Employers are encouraged to review their salary arrangements promptly to remain compliant.
